Infer location from IP address in message headers?

The full headers of an email message includes lots of IP addresses in a chain from the sending agent through to the MTA. Can you infer a locale (or a set of locales) from the IP addresses that an individual has sent mail from? From this you can probably infer a home base as well as occasional travel locations.
